Understanding Curaçao gaming licensing
For two decades, holding “a Curaçao license” usually meant buying a sub-licence from one of a handful of private master licensees, with the government a step removed. That structure was fast and inexpensive — and the source of the jurisdiction’s reputation problem, because oversight was thin and accountability diffuse.
The 2024 LOK reform changed that. The Curaçao Gaming Authority (CGA) — the successor to the Gaming Control Board — is now the single body that issues licences directly and supervises operators on anti-money-laundering, identity (KYC) and responsible-gambling obligations. Licences carry numbers in the OGL/YYYY/NNN/NNNN format and a status you can confirm on the authority’s own register.

Who issues Curaçao gaming licenses?
The Curaçao Gaming Authority (CGA) — the government regulator that succeeded the Gaming Control Board (GCB). Since the 2024 LOK reform it is the single, direct issuer of online gaming licenses, replacing the old master / sub-license model.
What does a Curaçao license number look like?
Curaçao online gaming licenses use the format OGL/YYYY/NNN/NNNN — for example OGL/2024/589/0556. OGL stands for Online Gaming License, the year is the policy year, and the last two groups are unique record identifiers assigned by the authority.
How do I check if a Curaçao license is valid?
Find the CGA seal in a casino’s footer and follow it to cert.cga.cw, the authority’s certificate endpoint, which shows the license status — Active, Suspended, Withdrawn or Revoked. If a seal does not link to a valid record, treat the site as unlicensed.
What changed with the 2024 LOK reform?
The National Ordinance on Games of Chance (LOK) took effect on 24 December 2024. It ended the master / sub-license system and made the Curaçao Gaming Authority the sole, direct issuer of licenses, alongside new anti-money-laundering and responsible-gambling requirements.
What is the difference between a B2C and a B2B license?
A B2C license is for operators that offer games directly to players, such as online casinos and sportsbooks; a B2B license is for suppliers like game studios and platform providers. The reported annual fees are €47,450 for B2C and €24,490 for B2B.
